Dr Theophilus Mooko is IDM Country Director, Botswana.  His experience in education spans over 30 years, with immense contribution to the development and growth of the Botswana education industry. He has served in a number of high ranking positions in the public sector, including Board Membership in several institutions of repute in Botswana.
Dr Mooko held the positions of Permanent Secretary at the Ministry of Tertiary Education, Research, Science and Technology from 2016 – 2020 and Permanent Secretary of Education and Skills Development in May – September 2016. In 2014 he was appointed Deputy Director, Directorate of Public Service Management after having served as Executive Director at Botswana Public Service College in 2013. Between 1989 and 2009, Dr Mooko held several senior positions at the University of Botswana, including that of Dean of Faculty of Education and Head of Department, Languages and Social Sciences Education.
He has served as a Board Member in a number of institutions, among others: Council Chairman, Limkokwing University of Creative Technology (September 2021); Vision 2036 Council (2016 – 2020); University of Botswana Council (2016 – 2019); and Botswana International University of Science and Technology Council (2016 – 2019); amongst others. Between 2019 and 2020, Dr Mooko was appointed Government Chief Negotiator.
He holds his Doctor of Philosophy in Language and Linguistics (1996) and Master of Arts in Applied Linguistics (1991) both from the University of Essex; Post Graduate Diploma in Education and Bachelor of Arts in Humanities (English and History) from the University of Botswana.
